Rental fuel charges in Pattaya
Return-day fuel questions are easier to resolve when the pickup level, required return level, charge method, gauge photos and station receipt are all recorded.

Two possible policies are full-to-full and return at the recorded pickup level. Do not assume either one applies. Before paying, record the pickup level, return requirement and any refuelling calculation in the signed agreement. Refuel as required, photograph the gauge and keep the receipt. A fuel deduction may be modest compared with a damage claim, but the same evidence principles apply. The question is not whether a fee sounds normal; it is whether the pickup level, return requirement and calculation match the completed agreement and the actual return record.
This publication does not have a representative Pattaya dataset for fuel policies or refuelling fees. A written fuel term, pickup and return photographs, and receipts make a charge easier to assess but cannot guarantee an outcome.
Full-to-full and same-level return
Under full-to-full, the recorded pickup level is full and the required return level is full. Under same-level return, the agreement records another pickup level and requires the same level at hand-back. Either model can be clear if the level and charge method are written before the vehicle leaves.
Resolve these three ambiguities before signing:
Pickup level: write the actual gauge level into the agreement and photograph it with the ignition in the agreed reading position.
Return level: define what “full” or “same level” means for the displayed gauge; do not leave the field blank.
Charge method: record whether any shortfall is charged by actual fuel, a stated service amount or another written calculation.
For same-level return, ensure the pickup level is noted on the contract or condition record and photographed at pickup. The same ignition state, vehicle angle and gauge view at return make the comparison clearer.
Compare the charge with current evidence
There is no verified Pattaya-wide table of shop refuelling fees. Retail fuel prices also change by product, place and date. Thailand’s Energy Policy and Planning Office publishes official petroleum-price statistics; use the correct product, geography and transaction date only as context, not as a substitute for the rental agreement.
Thailand’s OCPB controlled-contract explanation says prescribed vehicle-rental agreements should record material terms including payment, security, delivery and return. Its official explanation supports asking for the pickup level, required return level and charge method in the completed agreement. The source does not create one national refuelling fee or require station-price-only billing.
When a charge is proposed, ask for three separate items: the fuel shortfall said to exist, the written calculation or service amount, and the receipt or other record of the deduction. Compare those with your signed terms and return evidence.
Petrol station receipts and gauge records
A dated station receipt can establish where and when fuel was bought and the amount paid. It does not prove the later gauge position by itself, so pair it with pickup and return photographs.
Refuel to meet the written return requirement
Use a station that issues a dated receipt and buy the fuel product specified for the vehicle. A receipt is easier to verify than an undocumented roadside purchase.
Keep the printed receipt
Most stations issue a small thermal receipt. Photograph it immediately in case the print fades. Note the station name and time.
Photograph the fuel gauge before entering the shop
Use the gauge-reading state specified for the exact vehicle, with a comparable vehicle position and camera angle to pickup. Make the record before handover where safe; do not assume every gauge works with the engine or ignition off.
Offer the receipt proactively at the counter
Show the receipt with the return gauge record and ask staff to note both before the deposit is settled.

Fuel terms to clarify before signing
Before pickup, locate the fuel term and ask for any ambiguity to be completed in writing. Check for:
No stated policy: ask the operator to write the pickup and required return levels into the agreement.
Undefined calculation: ask whether a shortfall uses actual fuel, a service amount or another formula.
Flat amount: record the exact amount and trigger rather than discovering it after return.
Unspecified “shop rate”: ask for the amount or calculation in writing before accepting it.
Blank pickup level: fill it before departure and keep the completed copy.
A useful fuel term names the pickup level, required return level and charge calculation. The cited OCPB source does not impose a universal station-price cap, so do not present a preferred calculation as a legal requirement. Ask for an amendment before signing or choose another operator if a material term remains unclear.
Scooter vs car: fuel disputes on return day
The evidence principles are the same, but tank size, gauge design, required product and written charge method can differ. This publication has no verified Pattaya-wide fee range for either vehicle type.

What to do when the shop claims the tank is short
Stay calm and compare the same records in the same order.
Show your petrol-station receipt and return gauge photo. Ask that the records be considered with the documented pickup level.
Point to the fuel clause in your contract. If the fee exceeds what the clause allows, say so clearly and ask for an itemised breakdown.
Ask whether return to a station is practical. If both sides agree that fuel is short, a documented refill may provide a clearer calculation; it does not guarantee the operator will offer this option.
Do not pay cash on the spot without a receipt. Record any agreed charge and how it was settled, whether separately paid or deducted from security. Obtain the receipt or acknowledgement and the remaining deposit balance.
