The primary renter signs, pays the deposit, and hands keys to someone with a licence but no line on the contract. The short answer
Every person who will drive must be named on the rental agreement before they drive. Pay any additional-driver fee, present licence and IDP if required, and keep a photo of the signed contract showing all names. Undeclared drivers are a contract breach; shops and insurers use that at return.

A friend joins you in week two? Return to the desk or call the company to amend the contract. Some charge amendment fees; some require the car present for inspection.
