The short answer
When a rental scooter key is missing, secure the scooter lawfully and contact the operator with your contract details and location. Ask the operator to state the authorised next step: a spare key, an approved locksmith or mechanic, or vehicle recovery. Call the shop first
The rental contract should list the operator’s phone number and address. Call before you authorise a locksmith, tow or replacement elsewhere. Ask whether a spare exists, who may deliver it, the documented fee and whether immobiliser or remote-key programming is involved. If the shop is closed, leave a timestamped message and secure the bike lawfully until it responds.

Do not move, tow, open or leave the vehicle through an improvised method unless the operator or an appropriate authority gives a lawful instruction.
Preserve the time of discovery, every contact attempt, the recovery instruction and the identity of whoever accepts custody. If the location creates an immediate road or public-safety issue, follow current police or property-management directions and tell the operator what occurred.
