First actions: life safety before the rental claim
First account for the rider, any pillion and anyone else involved. The official Tourist Police page identifies 1669 for medical emergencies, 191 for police emergencies and 1155 for Tourist Police assistance. Follow the responders’ directions for an injured person and the scooter; photographs are secondary to care and protection from traffic.
If it is safe, switch off the engine and move yourself away from active traffic. Whether the scooter should remain in place depends on safety and the instructions you receive. This page cannot decide that from a distance.
Who to call — and in what order
If someone is injured, prioritise 1669; use 191 for an immediate police emergency. For a non-emergency claim, follow the reporting contacts stated by the operator and insurer. Use 1155 when a tourist needs assistance or translation, not to create or decide the claim. See the official-channel guide.
Preserve evidence when it is safe
After urgent safety needs and subject to police or insurer instructions, photograph the scooter, other vehicles, visible plates, damage and wider road context. Do not stand in moving traffic or delay medical care for evidence. Preserve names, contact details and any case or report reference you are given.
Video can capture context that a close-up misses. If available, preserve the pickup walk-around file so the operator and insurer can compare pre-rental and post-incident condition.
Keep four evidence files separate
Create one folder for medical records, one for the scooter and pickup condition, one for third-party or police material, and one for messages with the shop and insurers. Record which person was riding and whether a pillion was present. Photograph the helmet and other issued equipment as found after the incident when responders permit; do not treat a damaged accessory as proof of how an injury occurred.
For the bike, capture both sides, front, rear, registration plate, controls, wheels and the area where it came to rest. Retain the original files and their timestamps. A tight damage image without a wider location view may not show the sequence, while a wide view may not show the alleged mark, so keep both when conditions allow.
Licence and insurance at the scene
Have the licence documents you relied on, the rental agreement and any policy details ready. Licence, helmet, road-use and notification conditions vary across policies; contact the insurer or assistance line promptly and ask for its exact reporting deadline and required documents. Do not generalise one shop’s cover to another. In the checked operator sample, Best Motors describes mandatory Por Ror Bor cover on motorcycles and tells renters to follow the company and insurer instructions; Andrei Motorbike Rent publishes a different liability position and tells renters to contact its office and local police after an accident. Calling the rental shop
Tell the shop where you are and what happened. Be factual. Do not agree to a damage figure on the phone; ask for the contract basis and itemised support, and preserve the scooter and evidence as police, operator and insurer instructions allow.
Ask whether they want the bike recovered to their shop or left for police inspection. Get any instruction in writing if possible (message app is fine). If the shop pressures you to pay immediately, note it and refer to the dispute guide.
Recovery and a replacement scooter are new handovers
Before a collector removes the scooter, record the collector or company details, destination and handover time when the scene authority permits. Ask the shop to acknowledge receipt and identify which items were returned with the bike, such as keys or issued helmets. Do not attempt a roadside repair or restart merely to test damage; follow the recovery instruction you receive.
If the operator proposes another scooter, treat it as a separate unit. Confirm the replacement registration and model on the paperwork, repeat the stationary condition check and obtain the revised rental and insurance position in writing. The earlier pickup file does not document a different machine.
If another driver or pedestrian is involved
When it is safe and officers allow, preserve names, contact numbers, plate numbers and available insurer details. Record a pedestrian or pillion separately from drivers and vehicle owners so later messages do not merge their roles. Describe observations without assigning fault; the saved material supports later review but does not decide liability.
Medical care
Call 1669 for a medical emergency and keep any treatment record, receipt and assistance reference that a policy may request later. Ask the medical or travel insurer which notification window and documents apply to the rider and pillion. Tourist Police 1155 can assist a tourist or translate but cannot authorise treatment or insurance benefits.
Compare any return-day damage claim with the pickup record
Compare the operator’s claimed damage with the pickup record and the accident-scene file. Responsibility for new damage depends on the signed contract, policy, evidence and claim decision; pre-existing damage should be separated from the reported incident. Insurance and the embassy
A travel or expat policy may provide medical, evacuation or other benefits only within its wording. Do not assume it covers the scooter, third-party property or legal liability. Contact the insurer promptly. If you are arrested, detained or need consular assistance, use your government’s current emergency-consular contact. After the crash — riding again
Do not ride a damaged scooter while its condition is uncertain. Ask the operator to arrange recovery and a qualified inspection; a verbal instruction to continue is not an assessment of the machine. If a replacement is supplied, repeat the pickup checks and document the new registration and terms.
